Large Property Holder in Catalonia: Are You One?
In a declared stressed zone such as Barcelona you are a large holder with five or more homes there, not only with more than ten in Spain. The status caps new rents, must be disclosed and affects your tax reductions.

Who this guide is for
It is for owners with more than one residential property, whether you own them personally or through a company. If you own a single flat, you are not a large holder. If you own two to four, read the counting section: a few extra flats in other stressed municipalities can change the answer.
What is a large holder (gran tenedor)?
A large holder is a person or company that owns more than ten urban residential properties, or more than 1,500 m² of built residential space, excluding garages and storage rooms. The definition is in article 3.k of Ley 12/2023, the national housing law.
The same article lets a region lower the threshold inside a declared stressed zone: to five or more residential properties located in that zone, if the region justifies it. The Generalitat has done this. Its large-holder procedure applies the five-home rule to holders in municipalities declared as stressed residential markets, and Barcelona is one of them. Whichever test you meet first makes you a large holder.
How are your homes counted?
Count residential properties, not buildings or contracts. Four rules matter.
Each unit counts. If one registered property contains several units that can be used as homes, each unit counts separately, even when no horizontal division is registered. The October 2026 decree (Real Decreto-ley 29/2026) added this to article 3.k.
Garages and storage rooms do not count. They are excluded from both the number and the floor area.
The five-home test is by zone. Only homes inside the stressed zone count towards five. The Generalitat's list of stressed municipalities is longer than Barcelona: 271 municipalities today, and 302 in the renewal the Generalitat approved in July 2026, which still needs the Ministry's approval and BOE publication.
At least one home must be in Catalonia for the Generalitat's notification to apply, according to its procedure page.
The wording counts residential properties you own and does not carve out your own home, so include it when you count. Co-ownership, usufruct and company structures can change the answer. Ask a gestor or lawyer before you rely on a count.
What changes if you are a large holder?
Being a large holder does not stop you renting. It changes the rules for the contracts you sign.

How do you notify the Generalitat?
Large holders must communicate their status to the Agència de l'Habitatge de Catalunya and state how many homes they own. According to the Generalitat's procedure page:
You can file online, using the Agency's forms for registration (ALTA) or deregistration (BAIXA), or in person with form RE-1281.
There is no fee, and the page says you can notify at any time.
No documents are required up front, although the Agency may ask for title deeds.
The page does not state a deadline or a penalty. Secondary reports say a 2025 Catalan decree added an infringement for refusing to provide information to the large-holder register, but we have not confirmed the penalty amounts in the official text. Do not treat the lack of a stated deadline as permission to delay.
What is the Property Registry certificate?
The October 2026 decree adds a rule to article 3.k: large-holder status must be proven by a certificate from the Property Registry listing the properties in your name. Congress still has to validate the decree, and the process for requesting the certificate may be set out later. If you think you are near the threshold, ask the Registry or your gestor which certificate to request and when.
Common mistakes
Counting only Barcelona. The five-home test covers every stressed municipality. Count the flats you own across all of them.
Counting by contract. Two flats let on one contract are still two homes.
Ignoring company holdings. The definition covers companies as well as individuals.
Counting garages. They are excluded from both the number of homes and the floor area.
Assuming the list is fixed. Zone declarations renew, and the municipalities on the list change.

Am I a large holder with four flats in Barcelona?
Not under the five-home test, unless you own more in other stressed municipalities. Not under the national test either, which needs more than ten. Check your count in all stressed municipalities, not just Barcelona.
